If I were king for a day, I would abdicate.

but first, I would divide the country into 50 parts (or 57 if I were Obama). I would let these local governments, or even country or town governments, make decisions about education, hospitals, voting rights, how people are married. I would also make them responsible for taxing their citizens to pay for it, in a commonly accepted, un-debaseble currency (ie. gold/silver)

Each would elect and send representatives to the Capital to agree on the limited issues which effected everyone - the most basic of freedoms, external defense, trade among themselves

I would call it a “Constitution.”

I think my idea would work pretty well....
