No order to stand down was needed. Only the U S president can give the order to cross an international border with military force without the permission of that country’s leader. So the question all along should have been ...where was Obama during this time period? (Sleeping?) Why wasn’t the required permission granted? Every time Obama hears someone ask who gave the non-existent stand down order, he probably just smiles.

You have a point but it is likely the Commander asked permission to execute and was told to stand by. Would like to know who made the ultimate decision to not to intervene. Very much doubt it was Obama himself but someone very high up in his name.
