Yes they do and they also have the fortitude to carry them out unlike the eternal what if crowd, that have been around since Eve first bought into the Hath God said, argument.
The example of Reagan himself completely demolishes this argument (except for the loudmouth part). Reagan followed through on many of his campaign promises, solving the biggest problems: The Carter economy and the Cold War.
Reagan did it by hiring the best people he could find and letting them do their thing.
Trump has more than proven his aptitude in doing the same, and making billions of dollars in process.
Of course, lesser men have occupied the White House, which gives you your lowered expectations of what someone can accomplish as president.
But even if you hop on board the Trump train with lowered expectations, Trump should be able to surprise on the upside.
