Actually, that statement is also wrong.
The statement would be correct, if you had worded it to be "Bush COULD NOT keep us safe".
After all, Bush was not privy to the information about the planning and rehearsing of the attacks, and he was also not privy to the information about the attackers and where they came from. Thus, Bush was not equipped to keep us safe from the attacks. AND, neither would Trump if he had been president.
Now, if we all had 20/20 hindsight light Trump, none of the attacks would have happened. And, like I said, if we were all equipped with 20/20 hindsight and the power to prevent events before they happen(ed), then, we would all be living in heaven, with no evil acts anywhere, and even WWI and WWII would never have happened.

The two statements aren’t mutually exclusive
However, A. “Bush could not keep us safe from 911” is a statement of opinion
but B “Bush did not keep us safe from 911” is a statement of fact. Maybe he did not because he could not, but what is certain is that he did not.
