Jewbacca replied to a post the other day about it and it is NOT that easy for civilians to be armed. But apparently some areas are at least easing the restrictions some. I did post something about it but maybe some FReeper listening in this morning has further info.
Perhaps those armed Israelis are off-duty active military or in the reserves (just guessing here).
