OK, I've read the article and a bunch of the follow-on comments, including an Israeli citizen who says the article does not detail the truth on it's still just special categories of former security personnel being armed. This is still very confusing and tough to understand why government officials continue to believe limiting arms improves security. However, the quote below shows a glimmer of common sense:

“In light of the security situation, I have decided to make it easier to obtain a gun permit,” Public Security Minister Gilad Erdan said Tuesday.

“In recent weeks, many citizens helped the Israel Police neutralize terrorists carrying out attacks. Citizens trained in the use of firearms are a force multiplier in the struggle against terror,” he added.
