Diversity will always trump character, competency, training and qualifications. If the problem is that too many of her people are not passing the test, common sense - I know, I know, we’re talking liberalism here - suggests that test takers be better prepared. Might that not be a better solution, to prepare the test takers instead of infecting the ranks with losers? And if the PD is to reflect the elements of the community they serve, get ready for a crime spike among the ranks of officers.
That's true. It has pretty much become routine. Employers can't legally say "No White Males Need Apply," so their practice is -- and they often advertise it -- that "Women and Minorities Are Encouraged to Apply."
