There are some O-5 people who just can’t be overlooked because they are just so damned good at what they do and how they lead but they will never be upper management material. I think these are some of the most satisfied and accomplished people.
The gutting of the flag ranks will make elevating good people to flag rand very hard unless the flag ranks are gutted of political toadies again and restacked.
Command and control systems are only changed from the top down. The are destroyed the same way.
