The best way to limit terms is to take power away from Washington. Get it back within its constitutional limits.

Not just feather their nests, but all the side benefits too. They shouldn't get any pension whatsoever, maybe a matching 401k up to 10%? As well, I would even say that each Rep should be paid the average of the district they represent. (Or median? Either way..) They get more flights home/DC, to help them actually work with and get to know their people. Any other flights, unless very specifically governmentally beneficial, are completely on them.
