I don’t know if it’s a “him” or a “them” either, but there has to be somebody or some organization working in the shadows that pushes these things. There has to be a genesis.
There has to be a “Jonathan Gruber”, like there was for Obamacare.
Just like laws in the US Congress are never written by the people we elect (but by the lobbyists), the same is true in the UN. The moron delegates that populate that sewer don’t have the intellectual capability to devise these things, they’re just the conduit. Someone one else develops the ideas.
Imagine if the country had known about Gruber and his machinations and motivations were exposed BEFORE the vote on Obamacare, do you think it would have gone through?
