These people are exactly the kind of people who made up the Occupy Wall Street protestor base.
They are bums.
There are ten thousand of them living on the streets of SF, harassing people for drug money.
A friend described California years ago as the “land of broken dreams”; people would show up with all of their belongings in a car thinking the streets were paved with gold.
Like something out of “The Grapes of Wrath” (but California actually did have a lot to offer back then)...
