Issa talks a good game, but he’s incompetent at execution. His record of (no real) accomplishment says it all. He did the investigations, submitted excellent reports with strong recommendations which were shelved by Boehner and the GOPe.
He was just one congressman. As a speaker he could act on the committee recommendations.
