The EU was unable to earn any money on the monetization of the EU User Data. The "U.S. government surveillance" aspect is just thrown in to muddy the water - especially since the EU does as much, if not more, surveillance of it's people than we do.
This is all about the money.

You are correct. The EU couldn’t care less about privacy, this is about getting a leg up on US based businesses.
