She was running late from a fundraiser. When someone is late, except for reasons totally out of their control, the reason is that they don't care enough to be on time.
They way you're on time is simple: you allocate enough reserve time so that you tend to arrive early, and then hang out until your actual appointment. Hillary chooses not to insert enough slack time into her schedule to be sure she's on time.
