Strong Cities Network member cities will be eligible for grants supporting new innovative pilot projects.
 
Susceptible to pencil-whipping for snatching up some money.

Perhaps Chicago could be a good place to start?

It's funny how liberals think that a workshop or conference can solve social problems.
