What on earth makes you think “precision ordnance” is some holy, approved weapon? How about rifle bullets, mortar rounds, artillery rounds, etc, etc.? Are they on your unapproved list as well?

It is an unguided high explosive device that uses shock and shrapnel to achieve the desired effect, EXACTLY like the iron bombs that every military in the world uses.

Barrel bombs are hand made jobs released from ropes below helicopters. Car bombs would be more accurate than such a jerry rigged system. But feel free to continue your self justification for Assad’s mass murder.
