The Russians won’t be going home. There will be a permanent Russian air base in Syria, and a permanent naval base.
By the time Carter vacated the WH the Russians/Soviets had troops and surrogates all over sub-Saharan Africa and in SEA and, of course, Afghanistan. It was looking like the USA was withdrawing from the 20th century and the rest of the world was being ceded to the Soviets.
