I don't believe this at all. More likely a round about way to provide Iran with materials it wanted. Just like when we drop supplies to the wrong side, or allow muntions to fall into the wrong hands in Iraq, or don't really bomb ISIS, or secretly arm "the good rebels", and on and on it goes.

It would just save a lot of time if he would order a few Navy ships to drop off warheads at an Iranian port.
