I'd wager it's the same thinng that cause Merkel to offer refugee status to half the Midle East and North Africa.
Population decline. And, with that, tax revenues.
Every one of those Northeastern Rust Belt cities have lost population...and tax revenues.
Get yourself a few thousand more Syrians and, long-term, you'll not only gain voters, you'll gain population and tax revenue short-term. Even though the bulk of the refugees will be on welfare, they'll be spending that money in the city -- creating more sales tax revenue.
Further, when it comes to parcelling out federal goodies, refugee population is like any other kind of population -- it counts. Plus, the numbers help us keep our U.S. Rep , plus state reps and senators, thus retain political influence.
