People are quitting cigarettes for e-cigarettes, in droves. So if they don’t demonize the e-cig users too, they lose a scapegoat they spent a long time and a lot of money building up.

Precisely. Additionally, the govt fears loss of revenue if people switch from cigarettes to e-cigs. So they are using the same lie to muscle e-cig makers they way they muscled “Big tobacco”.
