It might depend what and where it was said and how it relates to action taken. Rubio, for example, said he was against amnesty while running for Senate. After he won, he spent years frantically trying to pass amnesty. Nikki Haley promised to keep the Confederate battle flag at the join memorial. After she won, she not only tore it down but blamed it for causing the church murders and gloated at sticking it to the South.
