With only two stipulations that do infringe the right to carry, it seems to be the best state law passed this year for 2nd Amendment rights. The two stipulations are that first, you must be at or over 21 years of age, and that you must tell an officer that you are carrying in a traffic stop.

I believe it is you who needs that re-read. Your post contradicts your original assertion. The Constitution does not impart rights, they already exist (as you pointed out). Your original assertion was that no right to vote existed, to which I indicated that this was incorrect.
No, since I'm a "fair" man, I don't want to impair anyone's ability to vote {that is if they are eligible}.
