Sounds to me like Bush lied: the story says Trump’s donation was to the state GOP, and that at the time Bush claimed to have nothing to do with it.
True, it’s a big nothing burger for the lame media and Trump detractors.
As Trump gave to the FL party and not Bush. Maybe in Bush’s mind he is the “Republican Party of Florida” but his name wasn’t on Trump’s check.
Trump actively pursing gambling in Florida doesn’t seemed to be happening. Trump did express his opinion and in 2013 that Miami should get gambling. An article linked (#64) earlier here ‘presumes,’ their words, that he does want it since he bought and is renovating a Miami hotel.
The same 2013 article concludes:

Trump set himself up for gambling as we see, and he expressed what would happen if the circumstances allowed, but he’s not giving it any level of effort pushing for it. I’m sure at this time Trump has his mind on the presidency.
I dont believe that my assertion or Bushes was that the Prospective Candidate form NYC....gave any funds directly to Bush..but rather that the Prospective Candidate form NYC wanted casinos on Florida
