Yes, you should add them -2 + -4 = -2

No, you would do that if you were multiplying them. In stead, you subtract the exponent of the denominator from that of the numerator. Thus,
10-2/10-4= 10-2 - (-4)

10+2 = 100

          = 10+2

          = 100
