If a person says they can build a sky-scrapper - AND they've done it - it's not bragging. It's a statement of fact.
When Trump says he can build a wall - he's not exaggerating... he CAN build a wall. That mitigates what might be seen as bragging in a less competent person.
But with the exception of the wall, his national agenda comments are all “we/us.”
