They literally changed the rules for this one specific treaty. It stunk then, and now we know why. I honestly don’t think this would be found to be Constitutional if challenged. I don’t think the Congress can vote away their job responsibilities.

Yes they can and have before. Where do you think all those ‘rules’ that have the force of law from the EPA, IRS, HHS, etc come from. Congress makes very few laws anymore. Most edicts come from bureaucrats and bureaucracies. Unelected and unaccountable by the citizens. That is the main reason we are screwed.

Last I checked, those are executive branch agencies. That's not to say that Congress didn't vote to allow them to exist, but your point is somewhat moot since those agencies are supposed to enforce the laws that Congress passes. Instead, yes, they make their own laws as "regulations" which infringe on the rights of the people.

The point I was trying to make is that it's not legally possible for Congress to abdicate their responsibilities to the executive branch. It's completely against the written word of the Constitution of the United States. That's not to say that any of the criminals in DC pay attention to the Constitution anymore, but my point was such.

Much of what Obama has done while in office is built on a house of cards. If a future Congress and/or executive does not dismantle it, it will continue to stand. Otherwise, I think a few wisely-worded SCoTUS cases will dismantle the entirety of these last 8 years of extra-legislative malarkey.
