Anybody know where “deals” are covered in the U.S. Constitution? What is the difference between a “deal” with the enemy and a treaty with the enemy?

A deal,or agreement,is different from a treaty in the sense whatever the Deal is it is NOT of serious consequence to the country.
The Constitution gives the President the authority to do that, but anyone with a brain can see this so called, deal or agreement as Obama is calling it has the most EXTREME consequences you can imagine.
The problem is the feckless Congress once again, don’t forget once the missiles start flying all our lovely politicians go to a comfy shelter while we all get blown to kingdom come
