Looks like the actual print of the document was accomplished using a “Leroy Lettering Machine”. They were used from the 20’s or so, up into the 80’s, mostly for the text on official maps and also for municipal and private architectural plans, etc. Could slant the letters, make them bigger or smaller, kind of a cool little offset lettering tool.

Learned how to use them as a drafting student in high school early 70’s, then in the early 80’s, working for a small company that supplied Raytheon with various technical drawings. It took some practice to get it neat and professional—they weren’t very easy to use, and time consuming too.

This job on the surrender document would have taken many, many hours for sure!
