I am a proponent that the Chinese tend to cut corners, and consequently run into severe quality problems (I remember hearing that the primary cause of the Chinese fleet sinking during the 'Kamikaze Storm' - was that the shipbuilders had decided to skimp on the nails for the many ships of the Manchu Armada. That’s nothing. During WWII, the nominal strength of the Chinese army was about twice the number of actual soldiers. The generals collected the pay of those who didn’t really exist.
