Build the damn wall and charge a 40% surtax on people sending money out of country.
Everything will shake itself out.
Why stop at 40%?
Make it an even 50/50 on ANY money transfers from the U.S. to Mexico. That will provide an incentive on the sender to spend that cash within OUR borders instead of subsidizing whoever is in Mexico with their hand out.
