Why not just do a complete population exchange? Give the land of Germany as a whole to North Africans, Middle Easterners, sub-Saharan Africans, and give those now empty lands to the Germans, and be done with it.
In less than a generation "Old Germany" would be just another third world pee hole and "New Germany" would be a booming economic powerhouse.
