First of all the official FBI and criminological estimates are a lot lower than that.

Secondly, the reference was to "sexually tinged serial killings." I don't know what percentage of serial killings are "sexually tinged" but somebody could kill an awful lot of people without there being sexual abuse or contact or sensation, as apparently was the case with this killing.
