Yes. He is head of the “White House Office of Science and Technology Policy.” The position was created by executive fiat and can be eliminated the same way, along with the entire apparatus.

I don’t hear much about Obama’s czars anymore. It seems like he had over 30 and each one with a mult-million dollar budget.
