Hurricanes have been happening since the dawn of time.

New Orleans is on the Gulf Coast, and the Gulf Coast is prone to hurricanes. New Orleans is below sea level. New Orleans is prone to flooding from storm surges during a hurricane.

Mayor Ray Nagin didn’t want to evacuate people on school buses. School buses weren’t good enough for the people of his city, in his eyes.

So, leaving them behind in a flooded city was the better option?

The woman who wrote this screed is a clueless moonbat.

The issue with the school buses wasn’t entirely Nagin’s fault. The school district stalled because they wanted payment for their use. Then it became moot anyway because nobody thought to inform the bus DRIVERS that they would be needed, so they had all evacuated themselves by the time the bureaucratic haggling finally ended.
