I read an article yesterday that was for general release.
It talked about the incoming Obama cabinet being given rules on the handling of confidential documents how to recognize them and their proper handling and how all incoming appointees INCLUDING Secretary Clinton took part.
It stated that President Obama had given the AUTHORITY to Hillary Clinton to classify documents,I assume that might mean to reclassify as well but not sure about that.
