I agree that they are not "subject to the jurisdiction of the US", but they ARE subject to our laws. If they are subject to our laws then aren't they subject to our jurisdiction?

Wouldn't anyone who comes to this country and commits a crime against a U.S. citizen be subject to our laws regardless of whether or not they are subject to our jurisdiction?
