A lot of people are confused about this.

Sen Hutchinson's position on the fence was to represent the Texas Farm Bureau, who were opposed to the amount of land that would be stranded behind the fence, and much of that land was owned by farmers, whose use of the land would be impacted, lowering the value of the land.

In Texas, landowners who have their property stranded behind a fence or road receive compensation to offset the lowering of the property value, but the feds refused to compensate these landowners so many lawsuits were filed.

When they build a fence on a land border and the border is a straight line, stranded property is not a problem.

But in Texas where the border is a meandering river, lots of land will be stranded behind the fence.
