What I recall reading is that Union Carbide built their Bhopal plant after which the locals decided it was a great idea to build their houses right next to it. Can’t say if that’s true but I remember reading that at the time.
We have a tendency to project our concern for safety on cultures that don’t share our assumptions about the value of life in general. Many cultures don’t think that people outside of their immediate clan are worth squat, and many judge human worth according to wealth. India’s caste system ought to be the first clue about the underlying culture.
