The Environmental Protection Agencys (EPA) Clean Power Plan, which aims to reduce carbon pollution, contains an antipoverty transfer program to help offset the harm it does to the poor, a Wall Street Journal editorial explained.
According to WSJ, the EPA has stated that they are concerned about low-income communities and wants to ensure that they benefit from the implementation of their regulations.
At the federal level, the EPA is creating a program that gives twice as large a subsidy for renewable and efficiency projects that are built in inner-city neighborhoods and disadvantaged rural areas, states the article. There will be job retraining for laid-off coal miners.
The agency also plans to install more solar generation on top of or around public housing, states WSJ. So while it will raise their utility bills, at least the poor will get a complementary photovoltaic panel.
For those with lower incomes, increasing energy prices can consume a majority of ones paycheck. Forty-one percent of low-income seniors went without medical or dental care because of high energy bills, one study found.
Another study found that EPAs Clean Power Plan will increase black and Hispanic poverty.

Did I miss something or wouldn’t Congress have to approve the spending for such wealth transfer schemes? Where the hell is Congress? We gave the GOP a majority in both houses and they do nothing while Lord Obama spends the taxpayers money without any authorization.

Congress job is to cash lobbyist checks. The President and bureaucracy have taken over completely rendering Congress impotent.
The bureaucracy is now an arm of the executive branch. They make their own laws now.

Rate was locked for five years. Nice deal, considering that the other electric companies only posted the the cost of the electricity itself, leaving them free to raise the transmission rate every time the contract went up for renewal. Cue the misleading "lowest rate in Texas" ads, with rates below 9.5 cents.
In most of Texas, power companies have to compete (gasp!) to gain your business. Normally, the advertisements show the rate you pay for the electricity itself. You still have to pay to actually get it delivered to you. That cost is in the fine print, and is almost never shown. After all is said and done, I've seen some people pay >17c/kWh, on a plan that advertised "7.5c/kWh."
If you were month-to-month, the power company could raise your transmission rate every month. Not good.
