I suspect that they didn't really know what chemical is stored where and how much.
They were probably all stored in a haphazard manner. Firefighters may have been flying blind.

death toll rises to 85Looking at the pictures of the wide area of devastation I would guess it is going to get much higher - even if it is just off shift workers and security guards. The first known deaths are probably the firefighters.

The chaotic scenes followed a rare glimmer of hope on Friday when Chinese rescue teams located the 19-year-old firefighter Zhou Ti at the site of the blast more than 30 hours after it occurred. Reports emerged on Saturday that he was only 20 metres away from the epicentre of the explosion when he was found alive. I remember reading about NVA in I Corps in RVN that were found wandering around after somehow surviving the concussive force of an Arclight strike. Deaf, naked, bleeding out the orifices and crazy. Wonder what kind of shape he's in.

The libertarians would love to be able to operate like the Chinese. No, you are confusing the crony capitalism and corrupt government/business relationships of the liberal left with libertarian ideas.
