Perry is a non-starter, so was Christie.
Graham, Pataki, and Gilmore(?) were also non-starters, but that’s not why they’re in.
They are in to split their state’s vote to lessen the impact of a Bush loss, to prevent anyone else from getting delegates, whether winner-take-all or a proportional state. They will then release their delegates to BUSH later on down the road.
This could indicate, btw, that Christie has left the Bush reservation.

Christie knows when to fold. He doesn't like to lose but dropping out is better than hanging around only to be humiliated.
