“Actually in 1960/1961 the number 9 in race meant “other non -white””

That is a FALSE STATEMENT! The “other non -white” was coded as: “7 ... Other Nonwhite”. What appeared on the fraudulent birth certificate was the numeral 9, which is coded as “9 ... Unknown or not stated (Race of parents only)”. In other words, the numeral 9 indicates the box was left blank or said the race was unknown. What should have been in the box was “Negro” with a numeral “2” penciled notation or “Other nonwhite” with a numeral “7” penciled notation. The actual use of “African” with a numeral “9” for the penciled notation code is clear and unambiguous evidence of the document being a recent forgery by people who did not understand the coding of the authentic birth certificates.

Well, here is the 1960 instruction a manual.

Page 47 of the manual (page 10 of 16 on the Scribd file). The race of the child was determined by the race of the parents. Number 9 for the child was “other non-white”.

Page 11 - “9” is other non-white.

But none of that matters as it has been proven that the penciled codes on the Hawaiian birth certificates are not Federal codes but separate Hawaii state codes.
