An earlier article, linked to by the above article, clarifies what was being talked about.

If Palestinians were throwing rocks or molotov cocktails at passing cars, Israeli soldiers were previously allowed to shoot-to-wound.

Now, they are only allowed to shoot if there is “real danger of loss of life” -- but are expected to figure this out as a split-second decision.

Rocks and Molotov cocktails kill. How is banning the ability of the IDF to defend themselves going to encourage Palestinians to stop this illegal behavior?
