Jeb isn’t polling better because Trump is taking HIS voters away.
Trump got 28% of the moderate/liberal support in the Monmouth poll- compared to Jeb’s 20%. These are the voters the GOPe count on for their wins.
Trump’s conservative support doesn’t worry the RINOs, but his huge ‘moderate’ support comes right out of Jeb’s pocket.
I think it might be coming out of Hillary’s pocket too.
