Where we are today is most legal people believing that any sort of statutory citizenship at birth is good enough. If you want to track the history of their wrong understanding of the issue, it all goes through the Wong Kim Ark court case in which they conclude that Wong Kim Ark is a citizen merely from having been born in the United States.
They not only equate "citizen" with "natural born citizen", but they also equate being born to legal residents as the equivalent of being born to illegal aliens.

If not then it has become the most exploited gray area of the law and quite possibly the constitutions undoing.
Why yes it has. Probably millions of anchor babies have taken advantage of this "gray area", and of course Barack Obama has as well. Barack has certainly been instrumental in a lot of Constitutional undoing, that's for sure.
It has been decades since I’ve see any kind of articulate understanding about what puts the anchor in anchor baby.
This hasn’t broken the streak.
Let’s disagree with the evolution of policy through the USSC (a weak spot in the constitutional structure) all we want, let’s try for a Constitutional fix for that situation, but let’s not mutate meanings ourselves too.
