They have to go through a legal process. They're not going to be labeled "good ones" if they have criminal records in Mexico or whatever country they come from, or are totally useless in this country. Meanwhile, there will be a wall and actual enforcement of our laws. Sounds like a good plan to me.
What constitutes a good one? Do we want people who flaunt our laws by entering illegally, evading taxes, working illegally, committing ID theft, etc.?
