Two special investigators hired by DeKalb Countys interim CEO to look into allegations of wrongdoing in the county government issued a letter Wednesday calling the level of government corruption in DeKalb stunning.
Former Georgia Attorney General Mike Bowers and Richard Hyde were retained by Interim CEO Lee May last April to try to pull together multiple threads of local and federal investigations into a single report.

I disagree. As soon as the people who are not constrained by normal, healthy morals and ethics have any time, much less responsibility at all, they will start to falter.
What should we expect from the people who voted in Congressman Hank Johnson, the man who thinks Guam may tip over if we put 8000 Marines on it?

You’ve nailed it, except for the training part. It’s a lack of all of it. DeKalb County is incompetent on all levels.
The Governor should privatize almost all aspects of this County and lead them to a better way over the years that it will take.
It’s downright scary to live and work here.
