Kalifornia just passed that threshold this summer. In theory all whites there now should be eligible for minority programs.

You can already see the backlash building. I'm betting, among other things, there will soon be change in the primary language for official documents. I am also predicting kalifornia will soon become a sanctuary state and will have different legal justice standards for hispanics as opposed to minorities.
