For one thing, Germany wasn't a signer of the 1994 Budapest Memorandum guaranteeing Ukrainian sovereignty to get them to return Soviet nuclear weapons to Russia. The US, UK and (snort) Russia were. So much for that guarantee... the next coutry thinking about giving up their nukes will have to remember this event.
Maybe they'll be smart enough to demand a Treaty ratified by the US Senate.
And, why do you believe we are bound by an agreement signed by Bill Clinton and never submitted in any way to the US Congress for codification?

This document was not submitted to the Senate for ratification. The "S" in "US" stands for STATES, which are represented in the Senate and whose consent is REQUIRED to bind those very states to ANY international obligations.
The so-called "Budapest Memorandum" was never ratified by the Senate, it is therefore meaningless and obliges us to nothing.
