Bush lost Congress AND caused the Obama phenomenon by his utter incompetence as a war President.
Don't agree. His pushing amnesty for most of his second term cost Republicans more support and votes from the base than any other issue. The war might have been second, but nothing in memory caused the sort of public uproar that his amnesty pushes in 2006 and 2007 caused.
Plus he spent those years insulting all who disagreed with his amnesty schemes (which he lied about during the 2004 campaign) by throwing around his absurd little phrases: "Jobs Americans Won't Do", and "Family Values Don't Stop at the Rio Grande".
